- In a large bowl, mix cocoa powder, granulated sugar, and vegetable oil until a thick paste forms.
- Add eggs one at a time, mixing well after each addition, then stir in vanilla extract.
- Whisk flour, baking powder, and salt together in a separate bowl.
- Gradually add dry ingredients to wet ingredients, mixing until just combined. Chill dough for 4 hours.
- Preheat oven to 350°F and line baking sheets with parchment paper.
- Roll chilled dough into 1-inch balls and coat generously in powdered sugar.
- Place on baking sheets and bake 10–12 minutes until puffed and crackled.
- Cool on the tray for 5 minutes before transferring to a wire rack.
